Arising out of Anglo-Eussian relations some quarters ascribe special significance to the departure of M. Rakovsy from Moscow for London by air. He will arrive to-morrow and is being sent to interview Mr Chamberlain, who in the House of Commons recently hinted that the continuance of Soviet propaganda was a matter of grave consideration.

It is a coincidence that M. Rakovsky's visit synchronises with Mr Baldwin's receipt of a letter from the Trade Union Congress expressing the fear th;it the reported speeches of British Cabinet Ministers indicate that • attempts were being made to create an Anglo-Russian crisis over the events in <"h;na and also calling attention to Mr Ch.-imberlain's refusal of M. Tchitoheriu's offer of a cordial discussion of the questions at issue. The letter appeals that nothing he done in the direction of a diplomatic cleavage and also urges a full consultation with the Soviet's accredited diplomats.
