Discussing the situation in China, "The Times," in a leader, declares that something must be dono quickly if order is ever to emergo from the present chaoa. y It is simply absurd for tho Powers to continue as mere passive and depressed spectators. Merely to watch and bewail is a limping evasion.
The clear duty is that it is urgently necessary to 6liniiiintc the habit of civil war at the earliest moment. This cannot be done by China alone. The Powers must co-operate. Great Britain has the strongest reasons for taking the initiative. The present opportunity is not merely favourable but oxigent.
