LONDON, September 22
The Dublin correspondent of tho "Daily Telegraph" anticipates the resignation of tho Free State Cabinet directly the Dail reassembles. It is expected that Mr Cosgrav© will be immediately re-elected as President of tho Executive Council, and that ho will include Mr Joseph McGrath, who resigned at the time of tho army revolt, in the new Cabinet as Minister of Defence. This will entail tho resignation of Mr Kevin O'Higgina. Other members of the now Cabinet will bo Messrs R. Mnlcahy, Ban McCarthy, and Esmond©. If the Boundary Commission fails to give Fermanagh, Tyrone, and a largo part of South Down to tho Free State, tho Anglo-Irish Treaty will be denounced, and extremists and 6ecret society adherents in tho Government and Dail will join in tie demand for a Republic.
