FRIENDS AGAIN.
JAPAN AND RUSSIA. BERLIN PUBLISHES DRAFT OF TREATY. (BY CABLE—PBKSS ASSOCIATION— COPTSIGHTJ ("THE SHIES.") (Received August 14th, 10.55 p.m.) LONDON, August 14. The Berlin correspondent of tho "Times" says the "Berliner Tageblatt" publishes the draft of a RussoJapanese treaty, which provides for the resumption of diplomatic relations. Japan agrees to evacuate North Sakhalin within a fixed period after signature. Japan receives concessions in North Sakhalin and also iu "Western Siberia. These shall be determined later. Both sides undertake to prevent hostile propaganda. The Treaty of Portsmouth remains in force, but all otherß are scrapped. Old debts are cancelled in return for a most-favoured-nation clause; and newagreements will.be concluded subsequently regarding the fisheries trade, also for a conference to settle any outstanding differences.
