ITALIAN CONSTITUTION. PLANS FOR REVISION. (bi cable— press association—ccptmajrr) (AUSTRALIA!; AICD K.S. CABLI ASKOCIATIOW.) ROME, August 12. When Parliament reassembles i" November Signor Mussolini will introduce a Bill for revision of the Constitution which will reduce the Chamber of Deputies' powers, and will create a new legislative body elected by associations representing labour, universities, industry, commerce and finance, Local ahambers without legislative powers, will simultaneously be established in the provinces to carry out local reforms. These will necessarily be exclusively Fascist.
It is anticipated that tho Chamber of Deputies, under the scheme, will become a secondary ornamental body which sooper or later will disappear, as Oppositiori parties do not intend to attend.
Ovving to the Government's refusal to disband the extra-parliamentary Fascist militia, the complete administration of tho country will bo in the hands of tho Fasciati.
