Regarding the erection of a. chilling room at the abattoirs the committee reported that they had asked the City Solicitor for his opinion as to whether the Council had power to increase the "Scale of Fees" for the use of the abattoir to provide for the annual charges on a loan for the erection of a chilling room. The City Solicitor pointed out that it was,doubtful whether a "chilling room" wr>s a public work duly authorised within 1-ho meaning of Section 3 of the Local Bodies Loans Act, 1913, which gave power to raise a special loan for any authorised purpose. He further stated that the "Slaughtering and Inspection Act, 1908, which empowered the Council to make charges for the ÜBe of the abattoir for the storage of stock or carcases therein, etc., had been amended by omitting the words "storage of stock or' carcases therein. If the Council had not ■ the power to provide for the interest and sinking fund by increasing the charges for the use of the abattoir the committee could not see its way to recommend the erection of the chilling room as the revenue might be insufficient to meet the annual charges, and in such case a special rate would have to be collected. The committee further recommended that the attention of the Minister of Agriculture be drawn to tho matter with a request that the Act be amended giving local authorities power to erect chilling rooms and to increase the fees for the use of the abattoir .to provide for the annual charges on a loan for their erection. The report was adopted, and the recommendation approved. WHEAT. LONDON, August 10. Wheat cargoes . are depressed as regards arrivals expected shortly. Cargoes on the Baruso "on • passage were offered at low as 53s 9d, but there were no. buyers. Hard winter Sorts are nominally unchanged, and white descriptions ignored. Parcels are inactive at about recent quotations.
