A Cairo message states that King Hussein, ruler of the Arabian Kingdom of Hedjaz, has refused to sign the draft British Twaty, as he objects to the inclusion of the Balfour declaration affecting Palestine. [Palestine is mdminstered by Great Britain under mandate from tne 'League of Nations. The Balfour Declaration, of November 2nd, 1917, set forth that "His Majesty's Government •views with favour the establishment in Palestine of a national home for tlw Jewish people, and will use its best endeavours to facilitate tlio achievement of that object, • it being clearly understood that nothipg shall be done which may prejudice the civil and religious rights of existing iton-Jewisn communities in Palestine, or t rebts and political status enjoyed W Jews in any other country.
