PRESIDENT'S MESSAGE.
APPEAL TO PARLIAMENT.

According to a semi-official fordcast, President Milleraud's message to Par . liament will briefly review events since his assumption of tlie Presidency, recalling that he lias invariably pursued a policy of social progress and agreement at home and abroad, and that all the Cabinets to which he lias entrusted power have been coalitions, in which members of the Left participated.
The message will declare that M. Millerand s attitude has always conformed to the constitutional prerogative, and will point out that the new majority made it impossible for the head of the State to exercise his mandate. Sucli interference is inadmissible, and the President asserts that the subordination, of the powers of the head of the State to electoral fluctuations would result in creating a precedent fraught with incalculable consequences. •
The message concludes:—"Parliament alone can decide the question of the Presidency."
