BOROUGH COUNCILS

NEW BRIGHTON. The rCev? Brighton Borough Council met last night. Present —Tho Mayor (ifr J* Gamble), and Crs. J. Shaw. W. Gahagan, F. Ward, J. Scott, J. Buxton, A. M. Chivcrs. F. D. Muirsor.j H. A. Glasson, and E. A. Leaver. Correspondence was received from the Chrisichuicii i\avi£aUon and Trading Syndicate regarding a proposed whart at ilcathooto estuary. The Canterbury, Progress League forwarded number oi copies of latest. publications (Exnxbition series;. Jn acknowledging tho receipt of tho publications, the iuayor said tho League had done and were doing splendid work in advertising Canterbury, while Cr. Gahagan said he wxas satisfied that the League had | and wero proving themselves a real Jive wire. ' On the motion of Cr. Shaw it was decided to forward a letter of appreciation to tho League. It was decided to reply to the Plunket Society (local branch) that the Council would receive a deputation from the Society on the *23 rd inst., at 8 p.m. ! A letter from "vlr it. Knight in the matter of damage to .swings, etc., at Pleasant Point was referred to tho Standing' Committee. The Public Works Department wrote regarding the Avon river bridge, thut tho Department had been advised by Mr Toogood, consulting engineer to the borough, that the bridge is to be re-creoted on the same site, nnd under these circumstances tho Minister had given his certificate in accordance with Sub-section (!) of Section 119 of the Public Works Act. 1908, that this bridge requires to be entirely re-built. The Resident Engineer wrote stating that it way not necessary to have plans of the proposed new bridge approved by his Department, as tho Government was not paying any portion of tho cost. Tho Minister of Public Works had already given his certificate that tho bridge requires to be entirely re-built, and this was all that is necessary to comply with tho provisions of the Public Works Act. It would be necessary for tho Council to obtain the approval lof the Marine Department, the proposed i bridge being over tidal water. This the Town Clerk informed the Council had already been obtained. It was decided that tho borough solicitor should take tho necessary legal procedure. ! The Works Committeo recommended: I That the Council call for competitive de- ! from builders for conveniences on the foreshore, the cost not to exceed £1200; that I the Tramway Board bo informed that as it is tho intention of the Council to widen formation of portion of the Esplanade a« far back as the tram poles, tho Tramway Board be asked to raise the tram rails from Lonedale street to about half-way to Bowhill read, as they are too low to admit of sufficient crown being given to the formation; also that the Board be asked to repair asphalt between the tram rails from Bercsiord street to Hawko street. The recommendations were adopted. The By-laws Committeo reported that thirty-seven building permits had "been issued to date, having an aggregate valuo of £5503 10.'], as against 28 issued for {no sazno period in 1923, with a. value of £4705. The Finance Committee recommended that the Wuimairi County Council be informed that the prices charged for metal, etc., for Racecourse road were tho actual charges paid by the Council, and were tho ruling prices when the work was carried out; that the Council take steps to have all stray unregistered dogs destroyed immediately after capture and without giving notice. Tho report was adopted. The Fire Brigade Committee rocommendcd—(l) That two poles at drying tower bo replaced. (2) That tho chemical engine be offered to tho, Taradale Town Hoard at price originally fised, viz., £SO; that the election of Mr "VY. H. Tooley as member of the Brigade be approved. The report was adopted l . Cr. Scott suggested that the balance of the gala money held by the Council should be spent on tho foreshore by assisting in the providing of tho cost of tho erection of some kind of shelter on the foreshoro. Cr. Gahagan, whilo quite in accordance with Cir. Scott in the mutter, suggested that the question of tho manner in which tho money should he spent should bo referred to the Borough. Improvement Committee, who would report to the Council the result of their deliberations, so that the whole question might bo considered in accordance with tho erection, of tho proposed puDJio conveniences. This was agreed to. It was resolvedi that tho Council strongly protest against the action of tho Telegraph Department towards subscribers on party 'phono lines in debiting full subscriptions in cases where some have relinquished their 'phone3, without allowing remaining subscribers to obtain tenants for the 'phono given up. In connexion with the dog nuisance, it was decided to advertise in the daily papers the Council's intention in tho matter of the destruction of dogs. At the conclusion of tha ordinary business, tho Council eat as the Bavrhiti Domain Board. Correspondence from, tho local ho-jkey club was referred to the committeo. It was decided that tho members of the Board should meet the Canterbury members of Parliament on Tuesday morning, tho 17th inst., at 10 a.m., in the Council Chambers, for tho purposo of discussing tho possibility of vesting a portion of tho Domain in tho Borough Council so that tho portion so vested might bo made revenue-producing.

SUMNER. The usual meeting of the Sumner Borough Council was held last evening. Present: The Mayor (Mr W. H. Nicholso"rf), Crs. H. C. S. Jamieson, H. C. Jones, F. C. Cooper, J. H. Thomas, P. T. Dick, E. Peek, H, W. Harris, C. M. Roswell. The foreman's -report was adopted. The report stated that the trucks 'of shingle from Birdiing's Flat had been received end it was being used for patching. Weather conditions had stopped work on tho Lyttcltou Hill road on which 85 yard.? of metal from Jjyttelton had been delivered. Some 290 yarda of scoria had been quarri?d and used in bringing' the-formation ui> to a proper level. It was agreed that tho Beautifying and Beach Improvement Association be granted permission to plant trees on the sand dunes between the esplanade and foreshoro under tho foroman'a direction. Referring to the proposal of tho Heathcote County Council to expend tho sum of £SOO on tho Main road between the Ferry bridge and McCormsex's ~ay, the committee recommended that tho Council should accept no liability for any moneys expended on the road other than that for actual maintenance as provided in the Order-in-Council. It was decided to renew tho insuranoe of the Guy Truck for £7OO. Correspondence from the Building Trades Association regarding drains was received and acknowledged.' The Christchurch Navigation and Trading Syndicate sent a proposal regarding building! a wharf. This was referred to the next meeting of the Works Committee.

ASHBURTON. Tho fortnightly meeting of the Ashburton Borough Council was held last evening. Prosent—The Mayor (Mr It. Gcibraitli), Crfl. F. Z. D. Ferriman, John Wat-son, R. M. Dunlop, W. G. Hillier, W. H. Woods, It. Kerr, C. F. Horrill, D .A. Collins, H. 11. C. McElr&a. An apology for absenco w»s received from Cr. J. W. Bowden. Tho financial statement showed that £9B 3a 2d had been received since last meeting. The usual hali-yearlv subsidy of £6O 10s was passed to tho Ashburton Volunteer Firo Brigade. ]n connexion with an application to Im> recognised as a registration authority under the Motor Regulations Act, tho Under-Secre-tary of the Department of Internal Affairs notified that the letters ABC, with tho letters and numerals 1 to 1000 had been assigned to the Ashburton Borough Council. Tho town clerk explained that the Council's authority would operate from July Ist. Tho Mayor said that the Public Trustee had been written to with a view to securing a loan for the extension of tho high pressure water supply system to Harnpstead. On the motion of Cr. Dunlop, Mr H. M. Jcnes was granted an extension of threa months in which to commence ejecting a dwelling on Borough Reserve held by him. The Reserves and Domain Committee rocommonded that freehold of T.S. 918 bo offered to Mr J. H. Wilkie for the Bum of £6O, and that the proceeds from the sale be used to further reduce the Council's antecedent liability; that the Council approve of the A.A.A. scheme regarding: Baring Square; that the ,Council obtain a, jnotor lawn mower for tho Domain at the estimated cost of £l2O. Cr. Horrill wanted it to be understood that- the Council was not selling any of its reserves. Tho section referred to was a freehold. Regarding clause 2, Crs. Ferriman and Horrill opposed th© fiehome, considering that they should make provision for another fence when the old one was removed. Clauses one and two were adopted. Speaking to clause thfee, Cr. Horrill raised an objection to putting men off at this time of the year. He said that thero would soon lie a big cut at Fairfield and theso men would be thrown ot to tho labour market.

After further discussion, claujss three- was adopted. ® The matter of fixing foes for registration, of oating houses in Aehburton was referred to the Finance Committee. It was decided to draw tho Highway Board's attention to tho peculiar situation of East street. Cr. Kerr said that tliero was practically only ono cntranco to East Btreot, and certainly only one way out. He also pointed out that the bulk of the business men were now adopting motor transport, but many of these motors would never travel over Jieat street. They would be 1 taxed uncer the Highways' Act, end tho position did not seem altogether fair. Tho Council decided to purchase from a, Christchurch firm at double chute, ono plain and one wave, complete 4ith all necessary ■work to bo erected in tho Domain, at a cost o-i £49 23 6d. , TIMARU (SPECIAL "TUB PItESB.") TIMARU, Juno 9. The fortnightly meeting of tho Timaru Borough Council was held this evening. Present—The Mayor (Mi G. J. Wallace) and Councillors T. W, Satterthwaite, A. M. H. Shirtcliff, J. Anstey, J. A. Hay, D. McNab, E. E. Guinness, W. G. Irwin, P. B. Hawkey« T. W. Manchester, P. C. Vinnell, J. P. Murphy, and J. J". Arnold. Speaking of traffic control, Councillor Arnold put in a plea for better regulation of both foot and vehicular traffic. The present statu of atleira, he said, was most disconcerting to the vehicle driver. The Council should do all they could to help tho South Canterbury Automobile Association in their efforts to bring about better oontrol. Sevoral Councillors aired their views on tho matter, and it was finally left for tho police to deal with the question as they thought fit. Speaking of the publio meeting to b«j held on Thursday night to discuss tho unsatisfactory supply of power from Lake Coleridge, Councillor Guinness said there was no need for euch o meeting, as tho Council had done all itcould in writing to tho Minister of Publio Works. • ' , „ , Councillor Vinnell said that tho people o. Councillor Shirtcliff said that, with the borough plant in operation, they had at present quite an efficient service, independent of Lako Coleridge.
