These developments are also believed to have actuated the Japanese in their decision not to withdraw the military guards from the South Manchtirian raihvav.
A delayed censored mail from Siberia reports the Russian intention to drive tlio Japanese* out of Vladivostok. The Chinese agitation is now centring on Mukden, where Chang-Tso-Lin, the erstwhile friend of Japan, is supreme.
