In reference to the arrests of Japanese at Vladivostok, the Eussians assert that the Japanese attempted to investi. gate the organic system of the Bed Guard, the Bed Fleet, and Soviet Administration, thus endangering vital secrets, bearing on Eussian welfare. A subsequent search of the Japanese homes revealed evidence -warranting the arrests.
The Foreign Office denies the espionage, and accuses Eussia of continuing petty annoyances in the hope of forcing recognition.
