A SOUTH ISLAND PARLIAMENT.
TO THE EDITOB OF "THE PKESS." Sir, —I once heard Sir George Grey deliver a speech at Oamani some years after the abolition of the provinces, in which he eulogised the old system of provincial government. When Sir George had finished speaking, one of the audience asked him if he would be in favour of returning to the provincial system. In reply, he said .-"Much as I regret the abolition of the provinces, I would not favour a return to that form of government, because I have never yet seen a nation take a retrograde step with success." Trusting this may be of interest under the present circumstances.—Yours etc., ONE PARLIAMENT.
