LONDON, December 5
Tho Dr.sseldorf correspondent of the "3>aily Express" is informed that the force of occupation in the Ruhr will shortly be reduced from 60.000 to 10,000 men. All public buildings will be evacuated, and the French General Staff will be removed from Dusseldorf to Mayonce. German officials will again be placed in control of Customs and other public services. AN OFFICIAL STATEMENT. PARIS, December 4. The Foreign Ministry, in a communique on a proposal made by GeneraJ Degoutte, says:— "The French and Belgian Governments have now decided on the administrative measures to be taken in favour of persons expelled from the occupied zones or sentenced. General Degouttti expresses the opinion that passive resistance will virtually have ceased when work is effectively resumed in the mines and factories, and agreements for the exploitation of the railways of the Rhineland and Ruhr hare been ratified by the Berlin authorities and enforced. The date of such enforcement, according to the convention signed yesterday, is December. 10th. A re-grouping of militaxy forces, with a view to lessening contact with tho population, has already commenced and will continue progressively."
