TREATY TO BE SIGNED. (P.ECTEP.'S TELEGRAMS.) (Received July litn, 12.5 a.m.) CONSTANTINOPLE, July 9. The Council of Commissaries instructed Ismet Pasha to sign peace on the established basis. A proclamation will be issued to-morrow informing the population of the settlement. The news has been received in all Turkish quarters with relief and satisfaction.
