The Peking correspondent of the "New York Evening Post" reports that tho Japanese Minister, Dr. Obata, has handed to the Chinese Foreign M'nister, Dr. Yen, a memorandum embracing Japan's basis of proposals for the return of Shantung to China. Tho three prinoipai points in the memorandum are: (1) Japan will return Shantung with full sovereignty and political rights; (2) joint ChinoJapane9e operation of the Shantung railroad; (3) immediate withdrawal of Japanese troops from Shantung, including Teingtao.
