MR MASSEY IN LONDON.

Balfour, and attended a meeting of the. Privy Council. Sir James Allen and Lady Allen entertained Mr and Mrs Massey and Miss Massey at a reception to meet New Zealand artiste resident in London, including Miss Kosina Buckman, Mr S. Hale Gardner, Misses Ethel Goode and Stella Murrav, vocalists; Mr A. Woralev, Mr W. A. Bowling, Mrs C. F. Kelly, Messrs Hellaby and OMutyre, painters; Mr Rowntreo, caricaturist; Mr Borneo Gardner, Miss May Beatty, and Mr W. S. Percy, variety artiste. EMPIRE PARTNERSHIP. (Received June 13th, 12.45 a.m.) LONDON, June 11. Speaking at the Rhodes trustees dinner at Oxford, Mr Massey said he held strongly to the opinion thnt greater opportunities faced Imperial statesmen to-day than ever hitherto in the Empire's history. He hoped the opportunity would not be missed at tha conference to' do something of substantial benefit to the citizens of the Empire, particularly in the direction t;f defining tho Dominion's relations to each other, and to England. He strongly favoured the principle of a partnership between the nations forming the Empire, but iuch a partnership carried duties and responsibilities, in addition to rights and privileges. There was a serious weakness in the present system of conferences. Up to the signature of the Peace Treaty the War Cabinet did magnificent work, its decision,? on important subjects being the decisions of the whole Empire. Since then the Dominions had not enjoyed representation in Empire Government, which was not satisfactory to the loyalists oversea and to bo righted. He -wanted to see an arrangement and understanding reached tending to keep the British stock and native races which so loyally had stood together during the war united in such a way that it would be impossible to break up the British Empire.
