— 4 — ELECTIONS TO COUNCIL. (By 'Cable—Press Association—Cbpyrig-ht.) (Australian and N.Z. Cablo Association.) GENEVA, December 11. The Assembly of the League of Nations epent over two hours discussing whethor it was proposing a question of procedure or an amendment of the Covenant for the First Commission to recommend a mothod of electing nonpermonent members of the Council. The Hon. E. D. Millen (Australia) objected to the fixing of a definite period, thus tying the hands of succenrlintr Assemblies. Dr. Wellington Koo (CBna) contended that, as the period was limited, it could ultimately bo altered by somo future Assembly. It was not an attempt to amend the Covenant. Finally a, compromise was arrived at, by which non-pormanent members will bo elected for a year, and the committee's rooommendation was sent to the Committee on Covenant Amendments for consideration. AMERICA AND DISARMAMENT. WASHINGTON, December 11. Senator Walsh has introduced a resolution in the Senate, requesting President Wilson to reconsider his refusal to namo an American representative on tbo Lea true of Nations Disarmament Commission.
