The United Press states that a Russian Note to Germany protests against the German invasion of the Ukraine, and demands a clear and precise answer as to whether Germany considers the Brest-Litovsk treaty still effective; also, why Germany continues to send troops against the Soviet Republic. A later announcement states that Russia has notified Germany that she will be compelled to mobilise her forces against German aggression.

WASHINGTON, May 16
An intercepted wireless message states that the Bolshevik Ambassador in Berlin announces that the Germans have agreed to halt their advance in Russia. (Received May 17th, 11.50 p.m.) LONDON, May 17. The Admiralty reports that Beven British submarines which remained in Russian waters were destroyed by its order between April 3rd and April Bth owing to German naval forces approaching Hango. They had already been dismantled. The Russians retreated after blowing up their *our American submarines. The crews of the British submarines were removed to Petrograd.
The Russian Admiral rejected a proposal to block the harbour by sinking ships at the entrance, but the destruction of the British submarines had an an excellent effect, inducing the crews of merchantmen to destroy vessels which would otherwise have fallen into the hands of the enemy.

BUCHAREST, May 16
The Premier, M. Marghiloman, states that Bessarabia in its entirety, except a plight rectification of the northern frontier, has joined Roumania.
