THE BLACK STSA FLEET

A Moscow telegram states that, replying to the German demand for the immediate surrender of the Russian Black Sea fleet,_ M. Tchitcherin, Russian Foreign Minister, says the Russian Government is prepared to consent to the return of the fleet to Sebaßtopol, provided the limits of Austrian, Turkish, and German occupation of Russia, also the frontiers of the Ukraine and Finlandare definitely specified, that hostilities on Russian territory immediately cease, and that the Austrian and German forces completely evacuato Sebastopol.
