PEKING, May 12.
The prolonged civil war, of which there is no prospect of an early termination, is imposing on the people throughout the oomltry indescribable hardships.
Ten provinces are infested witli brigands, in bauds varying from hundreds to thousands, who pillage, murder, and kiduap, and seizo trains. The local authorities are inert and helpless. The continuously ignores popular petitions and the war, for -which the leaders' personal, animosities and ambitions are mainly responsible.
