Addressing bis constituents at Smithfield, General Hertzog declared that their enemies wished the Nationalists to indulge in disorders to give a pretext lor chasing and killing burghers. He warned them seriously against violence, and deprecated active Republican propaganda as unnecessary, since the bulk of tho Dutch -\voro already Nationalist at heart, and th© English were too deeply concerned with the war. He denounced the idea of an Empire t Parliament, and maintained that if, as Ministers asserted, tho British Parliament had any authority over tho South African Union, then self-government vns a farbc.
