MELBOURNE. July 20. Tho Hon. W. G. Higgs. Federal Minister of Financc, announced that employers would not bo legally required to "guarantee payments of their employees' instalments of tho "War Loan. Should an employee bo unablo to continue liis payments the Government vrould refund the paid-up instalments. In appealing for subscriptions tho Minister stated that Australia required £50,000,000 annually for war purposes. MININ G~DISPUTE. (Received July 20th, 10.23 p.m.) - SYDNEY, July 20. A mass meeting of miners from tho Maitland. Lambton, West Maitland, and Woollongong collieries carried resolutions protesting against the failure of the proprietors to grant tho eight hour bank-to-bank payment, -which is overdue. STIMULATION* OF RAINFALL. SYDNEY, July 20. Mr Balsillio, the -wireless telegraphy expert, states that he has solved conclusively that rain can be stimulated by electrical means. His experiments havp proved that at least 30 per cent, of stimulation may be maintained. He emphasises that lie docs not claim to produce rain, but only to stimulate light falls.
