BOROUGH COUNCILS.

LYTTELTON. The Lyttelton Borough Council met last night. Present —The Mayor (Mr W. Radcliife), and Crs. W. W. Toy, J. T. Norton, W T. Foster, M. J. Miller, E. R. Isaacs, J. R. Webb) and T. Hempstalk. Messrs Duncan, Cotterill and Co. wrote iptuting- that an agreement had been come to in connexion with tho Hargreaves Estate empowering tho municipality to proceed with the construction of a. tramway to the new quarry. In connexion with tlio fire at tho Lyttelton Railway Station on January 15th last, a letter was received from the District Traffic Manager intimating that it had been decided to make a grant of five guineas to the Brigade's funds. The financial statement 9howed the district fund account to have a debit balance of JES63 12s 2d, and the temporary loans account a debit balance of £11,357 3s 4d. Tho estimates for the year 1916-17 were ■discussed, and it was decided that the following rates be struck:—(a) A general rate lOf 2b jia the £; (b) a water rate of 3 per cent, on* the annual value, minimum rate 7(5 Gd; (c) a. Hospitals and Charitablo Institutions rale of 3d in the £; (d) a rate to provide interest on tho £20,000 drainage loan of 6d in the £. NEW BRIGHTON. A meeting of the New Brighton Borough Council was held last night. Present—The Mayor (Mr J. A. Flesber), and Crs. E. A. M. Leaver, T. Cox, F. Christian,-C. H. Winny, F. Holland, J. Buxton, J. Ainger, and F. Kibblewhite. ' Tho committee -of the Council recommended that permission be granted -tho Linwood Corps of the Salvation Army to hold services on Sunday afternoon neax the pier; that tho scale of fees to be paid the re-turning" officer be as follows:—In the event of no contest, £2 2s; contest for Mayor or Councillors, £i 4a; all other general elections, £6 6s; that tho fees for the deputy returning officer be £1 lis 6d, and for the poll clerk IBs Gd. —Adopted. A report was received. in connexion with a conference held on the 25th tilt, to consider a proposal for a central pound. It wus decided that no farther action be taken owing to the expense involved. It was decided to elect a representative on the Technical College Board of Governors at a, special meeting, to be held prior to the next ordinary meeting of the Council. An application from Mr C. Withell for permission to subdivide a piece of land situated on tho western side of Richmond terraco was referred to the committee for consideration and report. The treasurer's report was as follows:— Receipts £31 2s lCd, expenditure' £94 ISs lid, bank balance cr. £281 3e 3d, deposits dr. £1635. Five building permits, of a total value of £515 1 had been granted to date. — Adopted. Cr. Buxton drew attention to the present unsatisfactory site of the Council's stables, and the town clerk was instructed to report upon a more suitable position. RICCARTON. The Riccarton Borough Council met last night. Present —The Mayor (Mr J. Brown), Crs. W. Dalley, A. Hampton, C. H. Wise, T. J. Stokes, A. D. Ford, J. Muimings, A. E. Steere, and H. Gudsell. The Finance Committee reported that tho sum of £3100 had been obtained on account of the electric light loan, and reoommended that debentures for the amount be issued as soon as possible. The opinion of the solicitor to the Municipal Association was that the Council had power to close up the cycle track by declaring it part~of the footpath.— Adopted. It was resolved to instruct tho delegates to tho Public. Pound Conference that tho Council considered tho cost too great. Some discussioxr arose on the Prime Minister's appeal to public bodies to assist recruiting. Cr. "Wise said Woolston had done nothing, but he thought that Riccarton had done well, and they should write about the work performed. It was decided to reply to the Prime Minister's memorandum stating that a report from Riccarton would shortly be forwarded.
