REMARKABLE SCENES.
(Received March 27th, 12.43 a.m.! PETROGRAD. March 26. When the news was received in Petrograd dense crowds thronged the streets, and the Russian Anthem rose in thunderous cadences. People knelt on the pavements and in the snow olferii'.g thanksgiving prayers. . The Nevsky Prospect was packed with thousands of kneeling people.
