CURIOUS NEUTRALISING SCHEME.

EXTENSION OF TERRITORIAL WATERS. WASHINGTON. November 23. Tho Peruvian Minister has laid a scheme boforo Mr Bryan outlining areas in South American waters in both oceans which would bo neutral zones in which merchantmen of all nationalities would- be free from molestation. The proposal, in brief, comprises an extension of the territorial waters seaward to a distance to bo determined later. The Brazilian Minister has asked tho United States to co-operate- with tho object of restoring trade, which is now crippled. Mr Bryan refused to give an answer until the President had consulted the Cabinet. It is reported at Panama that tho British cruiser Berwick fired on tho American steamer St. Helens. The State Department at Washington has not been informed of this, and points out that neutrals must heave to' when required on the high seas.
