IHe was born in London on October 22nd, 1844, and was educated at Temple Grove, East Green, and also at Harrow. He was engaged in newspaper and magazine work til] lUj5, when he was called to tho Bar, where he soon worked his way into a large and lucrative practice in criminal and other cases. He was a candidate for tho Shrewsbury scat at the elections in 186S, but he withdrew. He was elected, however, for the same seat at a by-election in 1870. He was petitioned against, but ho retained his seat, and sat in the House of Commons until defeated four years later. He was for some years junior counsel for the Treasury and tho Bankers' Association at the Central Criminal Court. He was appointed Judge of the High Court o" Judicature at Allahabad, which position he held from 1879 to 1892, when he retired on pension. He contested the Stafford seat in 1892, and was from 1896 to 190.9 editor of the "Pall Mall Gazette." He took a great interest in the establishment of a University at Allahabad, and was a member of the Senate and President of the Law Faculty; and was made its first LL.D.
