Senator Chamberlain, on seeing Dr. Page's explanation that be was joking when he referred to the British uso of the Panama Canal and the Monroo doctrine, eaid that Ambassadors ought not to joke about matters which, as President Wilson stated in a recent Congressional message, might provoke war.
