MR McINTOSH'S PROPOSAL. ("Times"-Sydney "Sun" Special Cable.—By Electric Telegraph.—Copyright.) (Received September 2nd, 7.15 p.m.) LONDON', September 1. Mr H. D. Mclntosh's scheme- is warmly welcomed by the majority of the amateur athletic associations of Britain, but the Central Council is disposed to insist that England shall not co-operato with the Dominions. Lieutenant Blair, the secretary, in a personal interview, said that England ought to regain her lost laurels without the assistance of the colonies. If she won supremacy with the assistance of Australia, European countries would say, "You could not do it alone." The Duke of Westminster will submit Mr Mclntosh's proposal to a meeting of the executive on Wednesday.
