KAISER AS PACIFIST.
INDIGNANT PRESS DENTAL. (By Cable.—Press Association.—Copyright.) (Received September Ist, 10.25 p.m.) BERLIN, September 1. The newspapers aro angry over Mr Carnegie's suggestion that the Kaiser is a pacifist. The "Cologne Gazette" says that the Kaiser will preserve peace as long aa it is reconcilable with national honour, and adds: ''When the necessities of national development require it, we will mako the sacrifice of battle upon the altar of our power and glory."
