Before tho Empire Trade Commission, Mr A. Deakin said he regarded tho proposal of Mr H. J3eauchamp, chairman of directors of the Bank of New Zealand, for an Imperial Development Board, of groat Imperial interest. He meant to use Empire credit for Empire development, and thought that the various Par.iaments would agree to such a body raising loans within prescribed limits for helping tho development of tho outlying Dominions. If tho Board's loans were guaranteed they could be eecured at a 'lower rate. The potential valuo of Empire credit had been mentioned in Australia for many years, but no definite working proposals had previously been submitted. Mr Beauchamp's scheme ivastho first real Imperial effort.
