Tho Hon. F. M. B. Fisher did not sail on Saturday, but will leave by the Niagara to-day. He and the Hon. F. G. Tudor arranged the final procedure for a draft reciprocity treaty. Subject to receiving the sanction of tho two Cabinet* it will be embodied in Bills in the Dominion and the Commonwealth, and will be introduced simultaneously in the two Parliaments. In order that the revenue shall not suffer it will bd 'treated meanwHlo as an ordinary tariff in preparation. The nature of the proposals Las not been disclosed.
