LONDON, May 4. The London Elections Bill was read a second time in tho House of Commons. It constitutes London one Parliamentary borough. Mr Balfour strenuously opposed the measure on the ground that it was piecemeal legislation in a transition period in tho absence of an effective second Chamber.
