Tho "Pall Mall Gazette" considers tho failure of the Committee of Enquiry into the granting of loans by the India Office to Sir Stuart Samuel to unanimously agree, and the referenco to the Privy Council, havo increased the muddle. It is not a matter for <tho legal pundits, but of what a m.ian owed to himself and to h's constituents.
