THE QUESTION OF ARBITRATION. United Press Association—By Electrio Te.egraph—Copyright. WASHINGTON,"December 22. Mr J. R. Mann, a member of the House of Representatives, speaking before the Society for the Settlement of International Disputes by Arbitration, said it was impossible to fiibmit the Panama question to arbitration. Tho interests of all the other States were directly opposed to those of the United States. Congress had decided tho question already, and undoubtedly this was a fair jury. Admiral Wainwright said ho did not believe that truth and justice wero enforceable amongst the nations unless they had battleships to back them. Mr Taft has left for the Panama Canal. The- object of his mission is to establish civil government throughout tho zone boforo the Democrats assume power.
