THE CHANCES OF PEACE.
IMPROVING RAPIDLY. PARIS, December 22. An official communique, jurt issued, emphasises tho marked improvement in tho international situation, and adds that Austria, who has hitherto maintained an attitude of reserve, has decided to come into line with, all the other Powers. It urges prudence and moderation in regard to Turkey, and concludes that the chances of peaco have made great strides in the last forty-eijjht hours.
