Poincare, speaking alternately in th( Chamber of Deputies and tho Senate, said that ho hoped for an early settlement of tho Balkan trouble, but if war resulted France would offer mediation. Hβ anticipated that the Peaco Treaty, whon signed, would rest on a solid basis. Tho Balkan Allies rose in the name- of justico and liberty, bespet king France's goodwill in judging t ieir work, while Turkey would retain a considerable empire, enabling her t<> continue fruitful relations with Francs.
