GROWING TALK OF ARBITRATION.

The Washington correspondent of "Tho Times" says that tho debate on tho Panama Canal Bill may start at any time, whon Mr Elihu Root will fight for absolute equality. Much depends on the interpretation of the spirit of the Hay-Pauncefoto Treaty, with a view to determining how far it perpetuates the sense of tho ClaytonBulwer Convention, which it superseded. Hence the fact of Mr. Hay's successor in the Sfcato Department (air Root) being on Great Britain's sido is of great significance. On the other hand, the opposition is active and ingenious. Meanwhile, there is growing talk of arbitration.
