WASHINGTON, July 14. The Senate's vote on thc Panama Canal Bill resulted in a refusal of Britain's request that further consideration should bo deferred. The "New York Times''considers that this step means retaliation, especially
by Canada, as Americans use the Canadian canals to a greater extent than tho Canadians use the American canals.
