INTERNAL TROUBLES. United Press Association—By Electric Telegraph—Copyright. CONSTANTINOPLE, November 16. An Albanian band at Ipek murdered four members of the Committee of Union and Progress. Tho Turkish Budget discloses a, deficit of £3,500,000. The Lenz Company, of Berlin, is to construct a Slate electric railway, connecting Stamboul, the Golden Horn, and Galata with the Black Sea, at a cost of £4,000,000.
