ENGLISH PRESS PLEASED WITH RECEPTION OF TREATY.
(Received July 18th, 10.40 p.m.) LONDON, July 18. The newspapers note the satisfaction felt in the Commonwealth and other Dominions at the renewal of the Japanese Alliance, particularly at the introduction of the new clause relating to a general arbitration agreement wifth a third Power. They also note France's gratification at a step that will strengthen tho hands of Britain's friends. The papers comment on the fact that the St. Petersburg journal, the "Novoe Vromya," applauds the omission of the clause relating to countries adjacent to the Indian frontier, and also the fact that it advocates a general arbitration treaty between Russia and Britain.
