DEBATE ON THE PARLIAMENT BILL.

During the debate on tho Parliament Bill, Lord Selborno declared that it was essential for tho House of Lords, however reconstructed, to have tho powers belonging to tho Second Chamber in every civilised country, such as, at tho Government's instance, wero granted to tho Transvaal in 1907. Tho debate was adjourned till Monday.
