RIVAL NAVAL POLICIES. BUILDING PROGRAMME EXPEDITED. United Press Association—By Electric Telegraph—Copyright. OTTAWA. December 3. The "Montreal Gazette" states that Sir Wilfrid Laurier will probably resign in the autumn, and subsequently make an educational tour on the navy question in Quebec, Ontario, and other provinces. As a result of the navy debate contracts have boon hastened for four cruisers of the Bristol class, and cix torpedo boat destroyers of the River .class. Both types will us© oil fuel. The completion of the programme 'will cost £2,000,000. Mr Aylesworth, 'Dominion Minister of Justice, in explaining the Newfoundland fisheries Award, indicated that the result •would help Canada to maintain sovereign rights in Hudson Bey, which he hoped ivould never be questioned. Canada regards the whole of Hudson Bay as within Canadian territory, and levies dues on American whaling vessels operating there. The United States Government holds, or held, that the bay is free to all nations, and is understoeTd to have ndvteed whalers that they need not pay the tax.
