The St. Petersburg correspondent of "The Times" reports that Parliamentary circles are perturbed at the Czar's audience with M. Guchkoff, President of the Duma. In this interview the Czar instanced the slow work of the Reichstag, and stated that there had been no complaint against the German Legislature, therefore he saw no cause for finding fault with the Russian Council of the Empire. The Czar made equally ehort replies to M. Gncbkoff's complaints, regarding naval reforms, Russian universities, and Finland.
