CENTRES v. COUNCIL. THE REPRESENTATION QUESTION. A special meeting of'the Canterbury Lawn Tennis Association was held on I Tuesday night, Mr E. J. Ross presiding, to consider a letter from the .secretary of tlio Auckland" Lawn Tennis Association with reference to the question cf representation on tho New Zealand Lawn Tennis Council. The -writer asked the Canterbury Association's support in regard to the following proposed notices cf motion:— "That tho rules o_ tho Now Zealand Association be amended as follows: — That tho following shall bo the basis of representation of affiliated Asscciations uoon the Council of thr.s Association: (1) Each affiliated Association shall be entitled to ono vote for every 300 members, provided that each Association shall bo entitled to at least one vote, and each Association shall be represented by ono delegate only upon tho Council. (2) That the Management Committee be abolished, and its functions vested in the Council." Tlie Chairman stated that some members of the Otago representative team recently here, had been appointed a sub-committee to confer with the Canterbury Sub-Committee in regard to the representation question, and the conference which had ensued on Saturday had helped them considerably in knowing what one another wanted when making the alterations- i_ the constitution of the Council. On the basis of the Auckland proposal, Wellington would have ono more vote than Canterbury, Canterbury one more than Auckland, and Auckland one more tnan Otago. The smaller Associations, of course, would have one vote each. According to the representation passed at the last meeting of the New Zealand Association they had three votes each, one for each 100 members. If the Auckland scheme went through they would have an equitable basis of representation. Auckland proposed a further alteration, namely, that instead of having a delegate for each vote possessed by an Association, only ono delegate be appointed by each Association, he to possess the full voting power in the hands of his Association. Auckland also proposed to abolish tho Management Committee, the delegates instead to form the Council and manage the Association. There being eleven associations affiliated, eleven delegates would consequently form the Council. One thing in connection with it which had been discussed by the sub-com-mittee of the Canterbury Association when considering the proposal, was that it would not got over tho real weakness .in the managing of tho concern. Tlie real -weakness lay in tho fact that the Associations not being wealthy, and ako being scattered, could not afford to send delegates to the Council meetings, with the consequence that the centre where the headquarters were controlled tho New Zealand Association. That had been their trouble-, as the bulk of the delegates looked at a thing from one association's point of view only. The only way to overcome this was for the provincial association.-, to say what was to bo dealt with by the 2\ew Zealand Association. A_j it was, tho head body was inclined at present to centralise where its headquarters were, and, to put it mildly, give the other associations no hand at all in the working of things. What was needed was for the different provincial associations to manage their own affairs and to leave those matters which only affected New Zealand as a whole to the head body.
