The Hon. A. Lyttelton opened a series of addresses on the Dominions at Birmingham University. He remarked that it was now happily beyond controversy that in seeking for further commercial unity within tho Empire measures of defence must precede all other action. A sense cf nationalism enabled tho Dominions to recognise the paramount duty of providing for their own defence against foreign attack.
