IRISH HOME RULE.
(Received October 29th, 12.25 a.m.) LONDON, October 28. Lord Hugh Cecil, writing to the Times," states that Irish Home Rule is intended to recognise a separate nationality in Ireland. Imperial federation is intended to organise in the single nationality of the Empire Canada, Australia, South Africa, and New Zealand. It would be a singular way of organising tho Empire as a single nation to begin by admitting tho existence of two nations within tho United Kingdom. He hoped it was unthinkable that any responsible Unionist leader would treat Home Rule as a possible expedient.
