A QUALIFIED SENTIMENT. United Press Association—By Electric Telegraph—Copyright. (Received May 26th. 10.30 p.m.) BERLIN, May 26. It is semi-officially announced in Berlin that the Kaiser expressed to M. Pichon his confidence that the peace of Europe would be maintained, and his determination to do his utmost to contribute to its continuance. Tho idea of a European confederation was not mentioned, snd was not taken into the Kaiser's consideration.
