Mr James Cowan, late of tho Tourist Department, and formerly of the Auckland "Star," has been appointed sub-editor of tho "Free Lance,"' in place ol Mr Glanxille Hicks, who has taken a newspaper at Rotorua.

Tho duties of his department aro at present being undertaken by the Chief of the General Staff (Colonel A. W. Robin, C.8.), but it is understood the appointment will be conferred on Liout.-Colonel E. W. Chaytor, who is at present discharging tho duties of Director-General of Military Education, pending the arrival of a ; staff officer from tho Imperial General Staff in England.
