The Austrian Minister of Finance, speaking in the Reicbsrath, reiterated tbe statement t'lat the Government had no knowledge of the building of Dreadnoughts, and that the outlay only concerned the delegations of 1911. Correspondents in Vienna explain that tho suggestion is that the builders are working as a speculation, but stato that tbo excuse is valueless, as the Government furnished the plans.
