OBITUARY.
LORD MONKSWELL. United Press Association- By Electric Telegraph—Copyright (Received December 23rd, 10.20 p.m.) LONDON, December 23. The death is announced of Lord Monkswell. Lord Monkswell (Robert Collier), who was born in 1845, was the second baron, succeeding to tlie title upon the death of his father in 1886. He was a member of the London County Council from its establishment in 18S9 to 1907. He was educated for the law, and was the elder brother of the Hon. John Collier, the famous painter.
